We were at the bazaar, there were a lot of people, we managed to visit the basement of the town hall, it just opened, we were one of the first and went up to the observation deck. The place is interesting, there is something to see, especially the views from the top 30 minutes are given to climb. What I didn't like was that there is no single ticket, you need to pay for each hall separately, there is a common ticket for all halls, but the basement and the observation deck are paid separately.

In general, there we found out that the rise was at 13 o'clock, and it was 12.15. We went down, the mood turned sour. Getting up once an hour is understandable, but why the staff are rude to tourists is unclear! Make pointers, arrows in the end, and you don't have to tell off tourists who got lost, you can calmly explain, It's a pity that these Soviet habits are still found in such cultural places.

For a more detailed acquaintance with the exhibits, I recommend using the services of a guide. Access to the observation deck is possible every hour accompanied by a guide, in some places you need to bend down due to small doorways. A wonderful panorama of the city center opens from above, good photos are guaranteed. It took about two and a half hours to inspect the main exposition, a couple of thematic exhibitions and climb to the observation deck.
The museum is good, it is located in the building of the former town hall. It is interesting to climb the observation deck and see the whole center of Vitebsk from a height. The only disadvantage is that you have to pay for each hall (apparently done in order to rip off as much as possible from tourists), the halls are small and not particularly interesting. I recommend only the observation deck.
Of the advantages, many guides (curators of halls) tell interesting and friendly stories, and there are aunts. This is not a characteristic of age, but the type of person who lived in the USSR. We managed to visit only one branch - Repin's summer cottage "Zdravneevo". The tour consists of two parts. The first one in the museum, they tell about the little-known portrait painter Pen. Then they are taken by museum transport to the estate outside the city and returned to the same place. Very convenient. The tour is only on Saturdays. I highly recommend it.
We visited two halls-Nature and WWII. The expositions are informative, especially the materials about the Great Patriotic War are very impressive. Friendly caretakers of the halls, which cannot be said about the cashier.
